Job Summary
The Chief Human Resources Officer (CHRO) is responsible for developing and executing human resources strategy in support of the overall mission and strategic direction of the University, specifically in the areas of succession planning, talent management, employee relations, organizational and performance management, training and development, benefits and compensation. The CHRO provides strategic leadership by articulating University needs (based on data) and plans to senior leadership and assures that the University follows federal and state employment laws. The CHRO is responsible for the interpretation of and compliance with University System of Georgia (USG) personnel policies and procedures.
Responsibilities
Strategic Planning - 20%
Functions as a strategic advisor to the executive/senior leadership of each division regarding key organizational and personnel management issues. Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention. Provides consultation to university administrators and managers on HR issues. Develops and implements strategic goals and establishes performance standards for the Human Resources function. Assesses operational effectiveness and responds accordingly.
Leadership - 20%
Oversees the efficient administration the Office of Human Resources and of human resource programs including, but not limited to, compensation, benefits, leave of absences, disciplinary matters, disputes and investigations; performance and talent management; recognition; well-being and workplace safety; and training and development. Provides overall leadership and strategic direction to the Human Resources staff. Advises internal leadership on complex matters.
Serves on various University committees in an advisory capacity and represents the University through service in various professional organizations including, but not limited to, the Investigation Triage Committee, the Background Investigation Committee, the CARE Team, and University System of Georgia (USG) committees as determined appropriate.
Administration - 20%
Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance. Oversees the security of employee records and human resources information systems to ensure data security, integrity, and appropriate confidentiality.
Serves as the Equal Employment Opportunity Officer to ensure that compliance standards are met and maintained. Implements strategies that foster workplace fairness and supports a work environment that is respectful of and welcoming for all individuals.
Maintains knowledge of trends, best practices, regulatory and legal changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
Budgeting - 15%
Oversees the Human Resources budgeting process. Develops and implements annual budget plans to support operational needs. Provides general oversight of the Organizational Effectiveness budget to support professional development and training initiatives.
Supervision - 15%
Directly supervises HR leadership and any other HR support positions as needed to facilitate effective departmental operations. Provides mentorship and guides professional development opportunities to HR team members. Conducts regular performance evaluations for direct reports. Fosters a collaborative and high-performing HR team culture that serves the needs of the university. Delegates responsibilities effectively while maintaining overall accountability for HR functions.
Other - 10%
Performs other duties as required or assigned.
Required Qualifications
Educational Requirements
Bachelor's degree from an accredited college/university in Human Resources, Business Administration, or a related field.
Required Experience
A minimum of ten years (10) years of HR experience with at least five (5) years of experience in an HR management/ leadership role.

- Knowledge of HRIS relational databases and HR practices and procedures
- Demonstrated knowledge, understanding, and experience in higher education personnel policies and
laws, and human resources processes and procedures
- Knowledge of and experience in business process improvement
