We are excited to announce two (2) Human Resources Analyst vacancies at LBCC, as follows:
- one position will support investigations related to Title IX and EEO activities, including but not limited to conducting investigations and supporting the District's compliance programs, and other duties as assigned.
- the other position will focus on employee leaves management, including ADA accommodations, FMLA/CFRA, and other leave-related matters, ensuring compliance with legal requirements, and other duties as assigned.
Both roles require advanced administrative, technical and analytical skills, and a commitment to fostering a fair, equitable, and accessible work environment.
Additionally, while the two (2) current vacancies have a general focus as delineated above, the HR Analyst must be able to perform duties within the scope of the HR Analyst classification, including but not limited to compliance programs, classification and compensation, systems information management and integration, data audit, and other employee relations matters, and other duties as assigned.
The successful candidate will need to:
- have a Bachelor's degree in human resources, business administration, public administration, personnel administration, industrial relations, management information systems, or a related field, and
- have 3+ years of direct professional, analytical, and complex technical experience in one or more Human Resources functional areas, or an equivalent combination of training and experience
- be able to perform a variety of professional, technical, confidential, and analytical human resources functions with independent judgment and discretion and minimal guidance and supervision
- Understand and interpret laws, rules and regulations relating to labor and employee relations and compliance programs such as but not limited to the District's EEO Plan and programs, nondiscrimination and harassment-free policies, the District's Title IX initiatives, ADA accessibility and accommodation
- Research, analyze, and prepare clear, concise and comprehensive correspondence and specifications, reports, studies, documentation, and other written materials as required
- Have knowledge of theory, principles, practices and techniques of public human resources administration, including laws, policies, regulations, District procedures related to academic and classified employees. This includes but is not limited to classification and compensation, compliance programs, leave administration, labor contracts, bargaining agreements, and system management

- Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis; however, please note that requests are typically capped at Step 3.

Duties
GENERAL PURPOSE
Under general direction of an assigned administrator, performs a full range of advanced administrative, technical, and analytical work in a variety of assignments related to human resource administration, including administering and maintaining the Human Resources Management System (HRMS), employee leaves and ADA accessibility and accommodations, planning and facilitating human resources systems projects. Functional area assignments include, but are not limited to, compliance programs, classification and compensation, systems information management, and other employee relations matters; perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICSThe Human Resources Analyst is responsible for a broad range of professional, technical, and analytical tasks and responsibilities related to human resources administration. This role may involve providing lead work direction and training to assigned staff, as needed.

Qualifications
Education, Training and Experience:
Bachelor's degree in human resources, business administration, public administration, personnel administration, industrial relations, management information systems, or a related field, and three (3) years of direct professional, analytical, and complex technical experience in one or more Human Resources functional areas; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:
May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements, and are deemed most competitive amongst the applicant pool to proceed.

Selection Process:
The following examination segments are pass/fail and may be utilized during the selection process:
- screening of the applicant's training, background, and experience

- in-person or online:
- written examination(s)
- qualifications appraisal oral examination
- performance examination
- technical oral examination
