POSITION SUMMARY
Under the general direction of the Associate Executive Director of University Corporation at Monterey Bay, this position has overall responsibility for Corporation and Otter Student Union (OSU) Human Resources and Payroll activities. The OSU auxiliary contracts with Corporation for human resources support and Corporation is the employer of all OSU staff. The Director of Human Resources will provide leadership and day-to-day administration of Human Resources (HR) and Payroll functions that enables the HR/ Payroll department to excel in its role as a strategic partner in the organization. The Director develops, implements, and interprets state, federal, CSUMB, Corporation and CSU policies in procedures for payroll and personnel, including salary and fringe benefit plans; manages recruitment of all core Corporation, grant funded and student employees and all OSU employees; oversees maintenance of all Human Resources Information Systems ("HRIS") including GoCo, ADP, Peoplesoft module, and Applicant Tracking system, assists Corporation and OSU supervisors and employees in investigating and resolving personnel problems, and will be expected to lead, motivate, engage, and develop a dynamic team of 5 full-time and student worker employees.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
This position is a member of the management team that reviews relevant personnel, safety, and administrative issues to develop and implement applicable corporate-wide policies.

  1. Supports the Corporation Board, Executive Director and Associate Executive Director to maintain a highly competent, culturally diverse and inclusive workforce that is reflective of the campus community we serve.
  2. Develops, implements, and directs corporation policies and procedures to ensure internal consistency and alignment with CSU practices, including equal employee opportunity. Recommends, updates and maintains the central office Policies and Procedures manual as needed; answers questions from supervisors and employees to interpret personnel policies. Interfaces with various levels of corporation and university administrators and faculty regarding personnel issues.
  3. Responsible for all Corporation recruitment; provides advice and guidance to supervisors and employees in the course of position analysis and classification; maintains Corporation position descriptions. Supervises and coordinates the recruitment, screening, and hiring of personnel for the Corporation's regular positions; serves as equal employment opportunity facilitator for screening committee and interview candidates to ensure the best qualified individuals are selected.
  4. Responsible for maintaining compliance training assignments in Learning Management System (LMS) for all Corporation employees. Responsible for modifying and publishing content, creating courses, maintaining certifications, accurate audience assignments etc.
  5. Manage the Independent Contractor review and determination of classification.
  6. Responsible for compensation activities related to the Corporation and the University; conducts market analysis, prepares and submits recommendations to Associate Executive Director and/or Executive Director regarding salary adjustments required to maintain competitive rates; designs job evaluation plans and evaluates positions to ensure that internal salary equity is maintained.
  7. Implements, maintains, and reviews payroll processing to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  8. Advises management on matters pertaining to employee relations, grievance, complaints, disciplinary actions and organizational design. Obtains factual information concerning employee and management inquiries and/or complaints, and makes recommendations to management on course of action. Conducts investigation, disciplinary and/or counseling meetings.
  9. Manage the execution of employee/labor relations including: timely, confidential, and professional response to all employee formal/informal grievances and complaints. Maintain an ongoing partnership with the Office of Title IX/DHR Prevention/Clery.
  10. Annually revises and updates the comprehensive Emergency Management Plan (EMP), IIPP to include collaborating with other university departments to revise and update the functional annexes and hazard-specific appendices in accordance with OSHA.
  11. Ensures the Corporation is in full regulatory compliance with local, state, and federal regulations, labor laws and contractual agreements.
  12. Manages the workers' compensation including claims and loss management, the legal requirements, reviews and evaluates the insurance carrier, as well as medical providers.
  13. Directs the administration of all employees leaves of absence in accordance with Federal and State laws, as well as Corporation policy. Responsible for various reporting used for tracking and compliance (i.e. EEO-1 - Vets 4212, ACA Forms 1095-C and 1094-C, and Annual report of Group Health Care cost on W-2, etc.).
  14. Responsible for the procurement and maintenance (both computerized and manual) of accurate employee data; ensures that records and files conform to Corporation personnel policies and applicable labor laws; responsible for interface of personnel records with payroll functions; acts as the primary interface with government agencies with respect to Corporation HR issues. Researches and makes recommendations, and leads implementation of internal and external technological systems for Corporation HRIS and payroll.
  15. Provides oversight and administration of employee benefits programs, ensuring comparability with university employee benefits. Responsible for employee retirement plan maintenance and reporting/filing requirement; confers with insurance brokers to obtain proposals from carriers or third-party administrators for dental, vision, life insurance plans, and other supplementary benefit plans.
  16. Hires, trains, supervise and evaluate assigned staff. Provides consultation and support in developing knowledge and skills needed to effectively deliver programs and services
  17. Conducts exit interviews and advises management on strategies for retention of staff.

OTHER FUNCTIONS
  1. Serves on university-wide committees on behalf of the Corporation, as well as representing the Corporation at systemwide Auxiliary committees, meetings, workshops and conferences (i.e. AORMA/CSURMA, AOA HR Committee, etc.).
  2. Establishes authority throughout the university with faculty, staff and administrators in order to be an effective leader.
  3. Promotes and maintains an atmosphere of excellent internal and external customer service and positivity within the accounting department and the campus community.
  4. Performs other duties and special projects as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
Advanced knowledge of the methods, practices and procedures of Human Resources Management. Ability to understand and apply the principles, concepts and work processes, laws, rules and reference materials pertinent to the professional operations of a comprehensive Human Resources department; ability to gather and analyze data, reason logically, and make appropriate recommendations; ability to develop and maintain cooperative working relationships both internally and externally, while dealing with sensitive and confidential personnel issues. Knowledge of the interrelationships between human resource functions. Ability to identify sources of job applicants and evaluate candidates. Knowledge and skill in position analysis and evaluation. Ability to clearly communicate ideas and recommendations both orally and in writing. Ability to rapidly acquire a thorough knowledge of the organizational and functional structure of the Foundation 9including its relationship to the California State University) as it relates to personnel needs. Ability to interface and coordinate projects with other Foundation and university departments. Operational knowledge and ability to use computer programs in a PC environment.

Qualifications

MINIMUM QUALIFICATIONS
Education and Experience:

  • Bachelor's degree or equivalent in Human Resource Management, Business or Public Administration or related field AND seven years of progressively responsible experience in one or more functions of personnel analysis and administration, including one year of personnel program management, which demonstrates the candidate's ability to assume responsibility for the development and coordination of a comprehensive personnel program, and at least three years of supervisory experience.
DESIRABLE QUALIFICATIONS
  • Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
  • Master's degree in a related field. Experience in private or non-profit organization or in an academic foundation setting. Demonstrated experience with the development and operational responsibility for compensation plans and programs. Operational HRIS experience. Experience using Microsoft Professional suit - especially PowerPoint, Word, Excel, etc.

The salary for this position is $148,000. Classification: Grade 11, Management. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
