Job Title: Human Resources Specialist

Job Summary:
This position serves as the Human Resources Specialist in the Office of the Vice Chancellor for Research (OVCR). This position is responsible and accountable for coordinating human resource activities for the Vice Chancellor for Research Offices including Office of Laboratory Animal Resources (OLAR), Regulatory Compliance, Clinical Research Administration, Conflict of Interest Office, HIPAA/Privacy Office, Research Information Technology, Colorado Multiple Institutional Review Board (COMIRB), Environmental Health and Safety (EHS), Office of Research Committee Support (ORCS), Office of Research Development and Education (ORDE), Clinical Research Operations and Support (CROS), and the Office of Research Development and Strategy (ORDS). Responsibilities include, but are not limited to: recruitment, appointment, relocation, leave records and promotions. The individual in this position must remain current on policies and procedures for the above tasks and ensure compliance with all university, state and federal guidelines.
Key Responsibilities:
Human Resources:
Serves as one of the OVCR Human Resource Specialist
- Responsible for the onboarding process for new employees, including gathering and submitting required documents, assisting the employee with setting up all necessary orientations and trainings, credentialing, badging and key access, phone, personal billing numbers, server access, etc. in a timely manner as necessary. First day initial onboarding, ensuring onboarding process is up to date with relevant new hire information.
- Hires hourly and work-study students for part-time work. Utilizes Handshake program for all student positions online.
- Creates and maintains electronic personnel files in compliance with applicable legal requirements.
- Provide back-up support for the ORC Operations Assistant on office support tasks such as supply orders, desk maintenance, conference room scheduling, getting documents signed by AVC, etc.
- Other HR related duties as assigned.
Leave Management:
- With support from the OVCR Business Operations Manager, this position will manage the FMLA/FAMLI for all departments that fall under the OVCR.
- Able to provide leave balances and correct any discrepancies.
- Oversee and coordinate University Leave programs and provide counseling regarding FMLA/FMLI/Pay parental leave
- Manage workers compensation claims and cases.
- Manage OVCR Paid Parental Leave program, create leave calendars and tracks leave time.
- Manage all internal OLAR communication related to the University Leave programs.
- Assists employees and supervisors entering time in the university's official FMLI platform when needed.
- Supports staff in assisting with questions for process, documentation needed, and understanding of leave case notifications.
- Other leave management duties as assigned.
Recruitment:
- Initiates personnel activities upon request from supervisors and OLAR managers. Maintains time entries and interprets and explains payroll and HR updates to employees. Manages recruitment and interviews for OLAR.
- Creates and coordinates OLAR job postings partnering with University HR as needed. Maintains CU Careers requisitions
- Responsible for keeping posting and candidates updated in CU Careers for all searches.
- Coordinate new applicants and route materials to the appropriate search committee chair(s) weekly for all open recruitments via Smartsheet.
- Send communications to candidates as requested by OLAR and assist in closing out searches in CU Careers.
- Weekly staffing reporting.
- Serve on or chair search committees as needed and support hiring committees administratively with search committees (emailing candidates, scheduling interviews, completing minimum qualification reviews, etc.)
- Other recruitment duties as assigned.
Payroll:
- This position will also be responsible for completing payroll for all OVCR units. By overseeing time collection for bi-weekly and monthly pay cycles. Monitoring payroll transactions and resolving discrepancies. Entering manual timesheets as needed and well as process leave payouts for separating employees.
- Completing and entering leave payout at termination
- Other payroll duties as assigned
Record Maintenance:
- Develops and maintains a comprehensive electronic filing system which enables access to historical and current office records, communications and both computerized and paper-based information in a timely and efficient manner. Assures that documents are properly stored and accessible upon demand. Adheres to University document retention policies. Initiates and recommends changes in procedures as required.
- Tracks data in databases/spreadsheets, manages personnel files
- Ensure that sensitive and confidential issues are concisely communicated, negotiated, resolved and properly documented in accordance with all application regulations, policies and procedures.
Work Location:
Hybrid - this role is eligible for a hybrid schedule of 3 days per week on campus and as needed for in-person meetings. **Will be required to be onsite full time until training is complete.

Qualifications:
Minimum Qualifications:
- A bachelor's degree in human resources, business, business administration, education, public administration, communications, information systems, research administration, health administration or a directly related field from an accredited institution and 1 year of professional level experience in an Human Resources role.
- A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis.
Applicants must meet minimum qualifications at the time of hire.
Preferred Qualifications:
- Experience with human resources management systems such as Peoplesoft/HCM or similar.
- Experience with FMLA/FAMLI rules and regulations
- Experience managing payroll for large team
Knowledge, Skills and Abilities:
- Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges.
- Knowledge of the professional standards, concepts, and practices of recruitment and selection, employee relations, or organizational development and human resource policy.
- Ability to communicate effectively, both in writing and orally, including public speaking.
- Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
- Demonstrated commitment and leadership ability to advance diversity and inclusion.
- Thorough knowledge of current management and leadership methods and best practices.

- Ability to maintain confidentiality of sensitive information.

Anticipated Pay Range:
The starting salary range (or hiring range) for this position has been established as $47,516 to $60,440
