Position Summary:
Reporting to the Executive Director of Human Resources Operations, the Senior HR Operations Analyst plays a critical role in planning, analyzing, and optimizing strategies to improve efficiency, productivity, and customer service in support of Human Resources. This position is responsible for a range of project planning and implementation, research, data collection and analysis, report development, and coordination for the improvement of HR and payroll processes and operational outcomes throughout the CSCU System.

Under the direction of the Executive Director of Human Resources Operations, the Senior HR Operations Analyst is responsible for effective performance in these essential duties:

  • Advises HR leadership and key stakeholders in the development, implementation, and maintenance of new technical and strategic initiatives and data-driven solutions designed to improve HR workflows, streamline processes, and enhance reporting. Identifies opportunities for automation and effectively utilizes technology to transform complex processes to more efficient workflows.
  • Provides advanced-level functional and technical oversight and support of HR systems, applications, processes, business requirements and complex operational workflows that meet the needs of employees and align with organizational goals.
  • Works collaboratively with stakeholders, subject matter experts, data consumers, and key HR constituents to continuously improve and streamline processes and procedures and perform root-cause analysis in examining performance gaps. Leads business review sessions, defines HR goals and requirements, and communicates, validates, and documents HR requirements, gaps, work scope, and objectives.
  • Works directly and collaboratively with the State University Chief HR Officer and staff to align technology and processes and ensure consistent practices and HR/Payroll compliance across CSCU.
  • Prepares complex reports and analysis in support of collective bargaining negotiations and confidential/sensitive requests from Labor Relations, the General Counsel's Office, and CSCU leadership.
  • Assists the Executive Director and Operations Team in assessing impacts to operational responsibilities due to changes in collective bargaining agreements, state statutes, federal laws, and other regulatory frameworks; proactively identifies business process gaps and provides effective and efficient solutions to maintain compliance and ensure strong administrative and fiscal controls.
  • Assists in the development and implementation of system-wide HR/Payroll policies, procedures, and standards based on compliance requirements, best practices, business needs, and technology considerations.
  • Collects, analyzes, and interprets complex data sets to solve business problems, and build tools, applications, and reports to effectively audit processes and generate performance metrics. Utilizes data modeling and data validation techniques to create dashboards and visualizations that reflect HR/payroll performance. Responds to requests for data/information from a variety of sources.
  • Supervises and serves as a mentor to staff engaged in process improvement efforts; assigns work, manages personnel issues, oversees, and/or provides training, and conducts performance evaluations.
  • Serves as the Core-CT lead for HR Operations. Identifies new and unmet business requirements, process improvements, and efficiencies that can be met within the Core-CT system. Engages with the Core-CT functional and technical teams to implement configuration changes, integrations, new functionalities, and security/access enhancements. Oversees Core-CT testing and assists with change management needs.
  • Oversees HRMS Core-CT security access and issues for employees in the CSCU system. Develops protocols for managing requests and delegations, ensuring compliance with best practices, audit findings, and OSC/DAS policies and procedures.
  • Assists with the development and maintenance of the Human Resources website, collaborating with subject matter experts on the management of site content and functionality.
  • Creates and maintains clear, organized, well-structured documentation of business requirements, processes, and procedures.
  • Serves as a resource to all CSCU colleagues and responds to questions, problems, complaints, and requests for information regarding HR Operations functions. Serves as a key resource to OSC, DAS, and Core-CT on functional and technical issues related to CSCU HR functions.
  • Engages in continuous professional development efforts and stays abreast of changes in CSCU, state, and federal policies, procedures, standards, regulations, and compliance requirements.

Minimum Qualifications:
Bachelor's degree in computer science or business-related field, and five (5) to seven (7) years of human resources/payroll experience in progressively responsible positions, preferably in higher education.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following:

  • Technical and functional experience with complex human resources and payroll management information systems, data metrics, and reporting tools.
  • Demonstrated advanced abilities in analytical reasoning and logical problem solving.
  • Demonstrated experience in training users, consulting with users on computing and processing problems, or programming in a large data processing environment.
  • Direct supervisory experience.
Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).Preferred Qualifications:
  • Experience with the human resources and payroll management information systems PeopleSoft HRMS.
  • Knowledge of collective bargaining issues related to human resources and payroll processes.
Starting Salary:
Minimum Salary; $119,245 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate's qualifications such as education and job-related experience, and internal equity.
