POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time, Classified, CWA position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: This position is in the "NL" category of employment.

JOB SUMMARY:

Under the direction of the Associate Director of Payroll and Benefits, the Benefits Specialist/HR Business Partner is responsible for an array of benefits administration functions and performs benefits operations with high level of accuracy and attention to detail while meeting deadlines and maintaining confidentiality.
The Benefits Specialist/HR Business Partner works closely with unit leaders within their assigned Core to ensure that their HR strategy supports the overall goals of the Department/Core.

Examples of Duties


DUTIES

Benefits:

Assist with the processing and delivery of all employee benefit programs, including but not limited to Defined Benefit and Defined Contribution retirement plans, group life, medical, dental FSA, COBRA and disability insurance. Serves as liaison between employees and the State of New Jersey to resolves benefit related issues.

Process, track and communicate benefits enrollments, changes and terminations for all employee classes.

Compile data for insurance and pension invoices for submission to the New Jersey State Health Benefits Plan (SHBP).

Assist in tracking all benefits costs for employees and verifies all deductions have been processed and prorated if necessary

Assist with the completion of employers certification via Benefitsolver for all enrollment changes such as additions and terminations.

Track and process pension enrollment to DCRP for provisional and part-time employees in Banner and the Pension system.

Manages leave of absence process coordinating with employees and supervisors for required forms, monitors leave balances, tracks all leave and FMLA usage.

Assist to review medical documentation and work-related accident reports for completeness and clarity of data to ensure compliance with policy and regulatory requirements, get claim numbers and update all information on the OSHA log.

Inputs HR information into PMIS for leaves of absence, terminations, and lump sum sick payments.

Audit reports to ensure accurate benefit elections, eligibility, and deductions for employees and their covered dependents.

Notifies and tracks employees with fifteen or more sick leave days in a 12 month period.

Manages vision benefit reimbursement program, including verifying eligibility, reviewing supporting documentation and requesting reimbursement through accounts payable.

Prepare documentation for ACA, purchasing of service credits and other benefits.

Ensures confidentiality of sensitive Benefits information and records. Maintains employee benefits filing systems, including the collection of I-9 forms and ensures benefits changes are entered appropriately in Banner for payroll deduction.

Generate bi-weekly employee listings, new hire, termination, insurance, pension, ACA and absentee reports.

Works with Benefits Supervisor on calendar year, fiscal year and academic year accrual rolls and fiscal year end processes.

Assist in reviewing and responding to unemployment claims.

Meet with employees to help them understand their benefits and other related incentive programs. Assist employees in filing health, dental, life, and all other related benefit forms or in Benefitsolver.

Assist in the review of PERS output biweekly and processes adjustments as necessary. Reconciles PERS data quarterly and remits data to the state.

Assists in the reconciliation of ABP monthly reporting and Exhibit 5 state report.

May be required to compile and/or assist in data reporting for OPRA requests and internal constituent data requests for information .

Assists in providing support of data analysis of POER events and initiatives.

May be required to and/or assist in updates and modifying benefit codes, tables, reports and other systems applications to ensure continued operations and reporting efficiency. Tests new release updates in Banner and maintains data integrity and accuracy.

Assists in conducting new hire benefit orientations, maintaining orientation materials, annual benefits fair and wellness events.

Documents current benefits processes/procedures to develop standard operating benefits procedures manual.

Updates and creates webpages for Benefits Office in a timely fashion (such as Open Enrollment, National Retirement Week, Wellness Initiatives etc.) to communicate the information timely and accurately to the College staff. Works with the Director of People Operations and the Associate Director of Payroll and Benefits to create various online registration forms to streamline the registration process for campus initiatives including but not limited to flu shot clinic, wellness fair, benefits workshops, defensive driver training events. Updates HR web page using content management software.

Assistant with Payroll and Operations as needed.

Serve as backup for Benefits Supervisor.

HR Business Partner: In addition to the above, the HR Business Partner in addition to their primary role of Benefits Specialist, this position will work closely with unit leaders within their assigned Core to ensure that their HR strategy supports the overall goals of the Department/Core as well as the College's Strategic Plan. Their job is to stay up-to-date on HR trends, laws and regulations. They may also be responsible for providing guidance on how to handle difficult workplace situations. Some duties will include: attend weekly or monthly meetings with team members; attend weekly or monthly departmental meetings; work closely with executive team members to better understand the needs of the department/core; coordinate with the TAOC and the department in meeting new hire goals; assist in evaluating the department team members and identify areas of training improvement

Qualifications


REQUIREMENTS

Knowledge and working experience with pertinent federal and State regulations affecting employee benefit programs, including OSHA, COBRA, ACA, FMLA, NJFLA, ADA.

Strong computer skills with related information system, Microsoft Office Suite, including Word, Excel, Power Point and other report writing software.

EDUCATION:

Bachelor's degree from accredited college or university preferred.

EXPERIENCE:

A minimum of three-five years of employee benefits/payroll/HR related administration experience.

ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES:
  • Experience with Ellucian Banner strongly preferred.
  • Working experience with the NJ State systems (MBOS, PMIS, EPIC), strongly preferred
  • Must be able to work with diverse population and have a strong customer service orientation.
  • Excellent verbal, written, organizational skills, detail-oriented, interpersonal skills a must.
  • Ability to work in a very busy setting with little supervision is required. Must be able to juggle, organize and prioritize multiple tasks with many interruptions.
  • Ability to comprehend, interpret and apply rules and regulations in accordance with established procedures and policies of the unit.
  • Ability to maintain confidential records and files.
