Job Summary:
The College of Professional Programs and the School of Social Work at Eastern Washington University invites applications for a part-time position to serve as Wednesday's Child Intensive Recruitment Services Coordinator for the Family Resource and Training Center (FRTC) located in Coeur d'Alene, Idaho.

Under general direction of the Wednesday's Child Supervisor, this position will serve any referred child in foster care who does not have an identified permanent adoptive resource. The hired candidate will exercise independent judgment and discretion relating to program policies, guidelines, and contracts and in implementing, interpreting, and applying program procedures and policies.

While performing the position's duties, this position will serve as a support to provide sustainability of the Idaho Wednesday's Child Adoption Recruitment Program; will have extensive involvement with staff and the public in carrying out program activities; and will coordinate, schedule, and monitor program activities to determine consistency with program goals.

The FRTC is a partnership between the EWU College of Professional Programs and the Idaho Department of Health and Welfare (DHW) as well as numerous other community service organizations, charities, and Title IV-E program affiliates. The FRTC operates as a training and service center for developing social workers and foster parents throughout the state of Idaho and supporting Social Work interns from EWU. The center is dedicated to improving the lives of at-risk children and families, and our mission is to build healthy families and communities. This position is based in Southern Idaho. Salary for this benefitted position is $26,874.60 (minimum) up to $32,371.20 (maximum). Where the hired candidate will begin within this range is dependent on education, experience, and skills. This salary is based on 24 hours per week (.60 FTE) and is eligible for EWU's comprehensive benefit package.

Required Qualifications:
  • Bachelor's Degree in social work or a closely related field.
  • At least 1 year of working with foster care children and adoption.
  • Strong writing and verbal communication skills.
  • Strong computer skills including programs such as Excel, Word, Outlook, SharePoint and other databases and web-based applications.
  • Ability to travel on occasional multi-day/overnight trips.
  • Must have transportation, a valid driver's license, and private vehicle insurance.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal access, of our students, faculty, staff, and the public.


Preferred Qualifications:
  • Experience in social services, preferably with adoption experience.
  • Child welfare experience, including understanding the responsibilities associated with child welfare systems.

Job Duties:

Responsibility / Duty: Prepare for conducting child focused recruitment for adoptive families

  • Contact childs caseworker to introduce the role of Wednesdays Child Intensive Recruitment Services Coordinator and gather initial referral information.
  • Determine date to begin case file review.
  • Schedule initial meeting with each child, and conduct meetings monthly, at a minimum, thereafter.
  • Develop an initial written assessment of each childs readiness for adoption in conjunction with caseworker and update the assessment quarterly.
  • Identify any needs on the part of the child in conjunction with caseworker that should be addressed before moving forward with adoption.
  • Conduct in-depth case record review.
  • Conduct diligent search to identify and locate persons with whom the child already has, or had, a bond or relationship with, including birth kin, fictive kin, and adoptive relatives.
  • Inform caseworker of search results.
  • Develop a comprehensive recruitment plan for each child in conjunction with caseworker to identify potential families for adoption.
  • Review and obtain approval from caseworker for each individual recruitment plan before initiating contact with persons identified as potential adoptive families.
  • Maintain case files to document all efforts related to recruitment efforts and outcomes.
  • Complete required trainings related to Intensive Recruitment Services and participate in Intensive Recruitment Services events.

Responsibility / Duty: Implement approved recruitment plans

  • Build a network with persons close to and knowledgeable about the child after approval of the recruitment plan, and in conjunction with caseworker.
  • Maintain regular and on-going contact with childs network.
  • Initiate contact with identified potential adoptive families, including families inquiring through the Idaho Wednesdays Child website, after caseworker approves the childs recruitment plan.
  • Maintain regular and persistent contact with identified families.
  • Communicate the role of the Wednesdays Child Intensive Recruitment Services Coordinator
  • Communicate information about the child including identified needs.
  • Provide adoption preparation to enhance families understanding.
  • Communicate with the families to address any barriers to adoption, including the childs willingness to be adopted.
  • Inform and educate the child about adoption.
  • Conduct a review of the recruitment plan yearly or more frequently if youths needs change substantially.
  • Update the recruitment plan at least yearly; provide updated plans to the caseworker.

Conditions of Employment:
  • This is a 60% administrative exempt position funded under a grant contract. Continuation of the position is contingent on continuing availability of contract funding.
  • This position will require the selected candidate to travel as needed to fulfill the position job duties. Travel will occur throughout the state of Idaho and will include multi-day/overnight trips. Must have transportation, a valid driver's license, and a clean driving record, including no DUI citations. Travel is reimbursed at the current per diem rates.
  • This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.
  • This is a remote position and is governed by EWU Policy 401-10.
    • Position works from a home office.
    • EWU will provide university laptop, internet connection, and other office equipment needed for performance of job duties.
    • All remote positions must be responsive to the changing needs of the university and must be reviewed and updated annually.
